Agricultural land: what you can build and do with a hectare

What you may do on agricultural land: farming, beekeeping, a nursery, agritourism, glamping. Farmer’s house rules, price per hectare and when you need a KFKh.

A hectare of agricultural land costs less than 100 m² in the near Moscow suburbs, and that is not a catch but a different kind of land. You cannot build a residential estate on it, but you can run a venture: a farm, an apiary, a nursery, agritourism. Here is exactly what is allowed and how to set it up.

What agricultural land is

It is a land category outside the boundaries of populated localities, intended for agriculture. Within the category there are permitted uses: crop farming, livestock farming, beekeeping, running a farm enterprise, and the general permitted use “agricultural use”, which covers most scenarios.

The key difference from residential zoning (IZhS): the land must be used for its intended purpose. After three years of non-use the authorities may seek to have the plot withdrawn. In practice, mowing, ploughing or keeping an apiary is enough to show the land is in use.

What you can do with a hectare

Crop farming. A field for a crop, an orchard, a berry plantation, a seedling nursery. The fertile black earth in Svetlaya Dolina is former collective-farm fields with no scrub: machinery can go in without clearing.

Livestock and poultry. Goats, sheep, rabbits, poultry: a hectare accommodates a small farm with grazing.

Beekeeping. An apiary is the classic use of agricultural land: honey meadows all around and hundreds of metres to the nearest neighbours.

Agritourism. Since 2022 rural tourism has been written into law: an agricultural producer has the right to receive guests. Glamping, guest houses at a farm, tours, workshops: a legal way to earn from the land without changing its category.

What you can build

A permanent residential house is not allowed on agricultural land as a general rule. Permitted are:

  • non-permanent structures: site cabins, cabins without foundations, glamping tents, dome houses on platforms;
  • outbuildings for agricultural activity: a hangar, a warehouse, a greenhouse, animal housing;
  • a farmer's house, on the land of a registered farm enterprise (KFKh), with limits on floor area and number of storeys (the law has been in force since 2022).

Before building, check the district's land use and development rules (PZZ): the building parameters for agricultural land are set by the municipality.

How the price is calculated

Agricultural land is sold by the hectare. In Svetlaya Dolina the base price is 149,000 ₽ per hectare, with plots from 1 to 1.6 ha; from 5 hectares there is a 20% discount. For comparison: 100 m² of residential (IZhS) land 200 km from Moscow costs 30,000–45,000 ₽; 100 m² of agricultural land in the same area, around 1,500 ₽.

KFKh, sole trader or private individual

A private individual can own and use agricultural land. Registering a farm enterprise (KFKh) or as a sole trader is worthwhile if you plan to:

  • receive grants and subsidies (“Agrostartup”, support for new farmers);
  • hire workers officially;
  • sell produce to shops and marketplaces.

Where to start

  1. Choose a plot for your purpose: for an apiary, closer to the forest; for a field, level ground; for glamping, a view.
  2. Check the permitted use and boundaries in the title extract (EGRN) (due-diligence checklist).
  3. Do the maths: price per hectare × area; interest-free instalments are available for agricultural land too.
  4. Start using the land in the very first season: this protects you from non-use claims.

Frequently asked questions

Can I build a house on agricultural land?
On a plot with the permitted use “agricultural use”, a permanent residential house is not allowed as a general rule. The exception is a farmer's house on the land of a registered farm enterprise (KFKh): since 2022 it may be built there, subject to limits on floor area and number of storeys.
What is agritourism from a legal point of view?
Since 2022 rural tourism has been written into the law on tourism: agricultural producers may accommodate guests and run tours on their land. This makes glamping or guest houses at a farm a legal use of agricultural land.
Why is the price quoted per hectare rather than per 100 m²?
Agricultural land is sold in large plots, from one hectare. At 149,000 ₽ per hectare, 100 m² costs 1,490 ₽, hundreds of times less than 100 m² of residential (IZhS) land. Compare the purpose, not the price per square metre: for a house you buy hundreds of square metres, for a venture you buy hectares.
Do I have to register a KFKh?
No. A private individual can own agricultural land and use it for its intended purpose. Registering a farm enterprise (KFKh) or as a sole trader is needed when you want to receive state support, hire staff and sell produce as a business.
