How to buy a land plot: 4 steps from choosing to ownership
Buying a land plot from the owner, step by step: choosing on the map, reservation, sale and purchase agreement, Rosreestr registration. Timing and paperwork.
Buying land seems harder than buying a flat because you “can't touch” a plot. In fact, a deal for a surveyed plot bought direct from the owner is one of the simplest on the property market: four steps, minimal paperwork, registration from one day.
Step 1. Choose a plot
Start with the map, not a site visit. Every plot on the website has a number, area, price, current status and boundaries overlaid on a satellite image. Look at where the sun is, which way the slope runs, how far it is to the road and the neighbours. In estates with a 3D tour you can walk the streets virtually.
What to clarify at this stage:
- the permitted use: residential (IZhS), smallholding (LPKh) or garden-plot (SNT) zoning (how they differ);
- utilities: what is brought to the estate, what reaches the plot and what is connected separately;
- how the price is quoted: per plot or per 100 m².
Step 2. Reserve
A reservation locks in the price and status of the plot: while it is in force, the plot is not shown to other buyers. On the map it turns yellow, “reserved”.
Reservation is free and carries no obligation. It gives you time to visit the site, work out the instalments and prepare the documents. If the plot turns out not to suit you, the reservation is simply cancelled.
Step 3. Sign the agreement
The sale and purchase agreement is concluded directly with the owner of the land. All you need is a passport; for instalments, also an agreed payment schedule, which becomes part of the agreement.
Before signing you receive:
- a current title extract (EGRN) for the plot;
- the cadastral number and boundary plan;
- the seller's title documents.
The agreement is signed in simple written form; no notary is required. For a remote deal an enhanced electronic signature is used.

Step 4. Register ownership
The transfer of title is registered by Rosreestr (the state registry). With electronic filing this takes from one working day. The result is a title extract naming you as the owner. From that moment the plot is yours: you can put up a fence, commission a house design and file a construction notice.
With instalments direct from the owner, a pledge in the seller's favour is recorded in the title register until the final payment: standard practice that protects both parties. After the last payment the record is removed.

Costs beyond the plot price
The state fee for registering title, at the Rosreestr rate for individuals. No notary is needed and there is no agency commission: the plot price is the same whether you buy directly or through a partner estate agent. If you take a bank instalment plan, the bank may charge for electronic registration; this is clarified when you apply.
Frequently asked questions
- Do I need a notary to buy a plot?
- As a rule, no: a sale and purchase agreement for a land plot between individuals, or with a company, is signed in simple written form. A notary is mandatory only in specific cases, for example when a share is being sold or the owner is a minor.
- How long does registration with Rosreestr take?
- With electronic filing, from one working day; when filing through an MFC (public services centre), usually up to 7–9 working days. We file electronically, so ownership is registered from one day.
- Can I buy a plot remotely?
- Yes. Viewing is via the 3D tour and drone video, the agreement is signed electronically, and registration is electronic too. A single visit in person is enough, and you can skip it altogether.
- What do I receive after the deal?
- A title extract (EGRN) naming you as the owner, the signed agreement and the transfer and acceptance certificate. With instalments, the payment schedule as part of the agreement.
